Chapter One: Introduction
1.1 Background of the Study
Leadership, governance, nation-building, and development administration are deeply interconnected. The effects of leadership and governance directly influence national growth and development processes. Warren Bennis, a renowned leadership scholar, once said, “Leadership is like beauty: it is difficult to specify, but you know it when you see it.” This observation underscores the complexity of leadership in practice. This study examines how development administration and leadership interact to influence national development in Nigeria. It explores public administration concepts, leadership functions, leadership culture in Nigeria, and the challenges facing modern Nigerian leaders.
Abdulsalam (2007) highlighted the contributions of Riggs and Pye, who emphasized the relationship between national development administration and environmental forces, including economic stakeholders and social values. Katz also stressed the technical requirements for effective administration, such as finance, manpower, information, logistics, and other critical resources. Obiozor (2015) noted that Nigeria, since gaining independence in 1960, has struggled with uncertainty and unpredictability. Unlike countries that achieved stability and economic growth, such as Singapore, Taiwan, Malaysia, and South Korea, Nigeria has faced recurring conflicts, terrorism, corruption, economic instability, famine, disease, and political turmoil.
The contrast raises the question: why have some countries achieved rapid development while Nigeria continues to face structural challenges? This study investigates how leadership and good governance affect nation-building within the Nigerian context (Obiozor, 2015).
Nigeria faces political, social, and economic crises, as identified by Olugbade (1987) in Lucan Pye. Previous efforts to resolve these issues largely failed because the root causes remained unaddressed. Leadership failures, along with flawed political and economic structures, contributed significantly to national stagnation. Ele (2013) explained that while some believe the collapse of state structures creates a political vacuum, fundamental needs, such as physical and economic security, continue to persist. In such cases, non-state actors may exercise varying levels of power, sometimes providing essential services, from education to healthcare.
Unfortunately, many Nigerian leaders engage in corruption, embezzlement, mismanagement, and self-interest (Bamidele, 2012). They often act egoistically and prioritize personal gain over national interest. Their regimes frequently display greed, impropriety, and excessive mismanagement. This study, therefore, seeks to examine how good leadership and administration can positively influence nation-building.
1.2 Statement of the Problem
Since gaining independence in 1960, Nigeria has struggled with nation-building. Many leaders failed to demonstrate patriotic and nationalistic dedication, prioritizing personal gain over public welfare. Consequently, good governance remains largely aspirational.
Leadership quality directly affects national development. Poor leadership and ineffective governance lead to political instability and economic underperformance. Despite Nigeria’s abundant natural resources and vast land, the country continues to experience socio-economic, political, and infrastructural stagnation. This situation raises concerns about whether Nigeria can achieve national progress while leadership lacks the integrity and competence required to drive development.
1.3 Objectives of the Study
This study aims to explore the effect of good leadership and administration on nation-building. Specifically, it seeks to:

H0: Good leadership does not have a significant impact on Nigeria’s economic development.
1.6 Significance of the Study
This research benefits society, government, readers, and the researcher. By identifying weaknesses and gaps across sectors, the study provides practical recommendations for achieving effective administration and national development.
The study informs readers about the strengths, weaknesses, successes, and failures of current and past administrations. It also raises awareness about civic engagement, equipping citizens to participate actively in political and developmental processes.
For the researcher, the study enhances knowledge in Public Administration. It provides insights into effective leadership practices, helping the researcher develop competencies needed for future leadership roles.
1.7 Scope of the Study
Nation-building through leadership and administration is a broad subject. To ensure focus and clarity, this study limits its scope to Nigeria. Specifically, it examines the present administration of President Muhammadu Buhari as a case study.
