1.1 Background of the Study
Information and Communication Technology (ICT) has significantly transformed library management in tertiary institutions. ICT encompasses hardware, software, networks, and digital tools used to store, manage, retrieve, and disseminate information (Aina, 2019). Libraries that adopt ICT tools can improve efficiency, accessibility, and user satisfaction.
ICT enables library staff to automate cataloging, circulation, acquisitions, and reference services. Digital tools such as online public access catalogues (OPAC), e-resources, and databases streamline operations, reduce manual errors, and save time. Students can access information remotely, search for resources efficiently, and complete research tasks faster (Fawole, 2020).
The adoption of ICT also supports information literacy programs. Librarians can use ICT to provide tutorials, online workshops, and virtual reference services. ICT facilitates data management, allowing libraries to analyze user patterns, monitor resource utilization, and plan services effectively (Ajiboye & Olojede, 2018). By integrating ICT, libraries can improve service quality, reduce operational costs, and enhance academic performance.
Despite these benefits, challenges affect ICT adoption in library management. Inadequate infrastructure, limited funding, lack of technical expertise, and resistance to change can hinder effective implementation. Understanding the impact of ICT on library management helps institutions address these challenges and optimize library operations for better service delivery.
1.2 Statement of the Problem
Although ICT tools are increasingly adopted in Nigerian university libraries, several challenges limit their effectiveness. Some libraries face inadequate internet connectivity, insufficient hardware, outdated software, and limited technical support. Library staff may lack training in new ICT tools, reducing their ability to manage resources effectively (Nwalo, 2020).
Students may also encounter difficulties accessing digital resources due to low digital literacy, limited awareness of ICT services, or connectivity issues. These challenges hinder the potential benefits of ICT in library management, affecting service delivery and user satisfaction. This study seeks to examine the impact of ICT on library management and suggest strategies to overcome associated challenges.

1.6 Scope of the Study
This study focuses on ICT adoption in library management in selected Nigerian tertiary institutions. It examines the types of ICT tools, their impact on library operations, challenges, and strategies for improvement. The study targets undergraduate and postgraduate students, as well as library staff involved in ICT-based services. Other institutions, such as secondary schools or non-academic libraries, are excluded. Both administrative and user-focused ICT applications, including databases, OPACs, and digital resources, are included, while purely manual processes are not considered.
