1.1 Background of the Study
Reference services are a core function of academic libraries. They involve providing assistance to library users in locating, evaluating, and using information resources effectively. These services include guidance on using catalogs, databases, e-resources, bibliographic instruction, and personalized support from librarians (Aina, 2019). Effective reference services enhance research quality, learning outcomes, and overall academic performance.
In Nigerian universities, reference services have evolved to include both traditional and digital platforms. Librarians assist students and faculty through face-to-face interactions, email inquiries, online chat services, and social media platforms. These services help users identify credible sources, navigate complex information systems, and complete research tasks efficiently (Fawole, 2020).
The effectiveness of reference services depends on several factors, including staff expertise, availability of resources, and adoption of modern technologies. Well-trained reference librarians can guide students in identifying relevant materials, using databases, and applying appropriate citation methods. Digital tools such as online chat, virtual reference desks, and instructional videos complement traditional methods and expand access (Ajiboye & Olojede, 2018).
Despite these improvements, challenges persist. Limited staff, inadequate training, lack of awareness among students, and insufficient digital infrastructure can reduce the quality and reach of reference services. Assessing the effectiveness of these services is essential to ensure that libraries meet the information needs of their users and support academic excellence.
1.2 Statement of the Problem
Although reference services are available in Nigerian university libraries, some students and faculty may not fully utilize them. Factors such as low awareness, limited digital literacy, inadequate staffing, and insufficient promotion can hinder effective use. Additionally, some reference services may lack modern technology integration, reducing accessibility for remote users (Nwalo, 2020).
These issues can result in underutilization of library resources, delays in research completion, and reduced academic performance. This study seeks to evaluate the effectiveness of reference services in university libraries, identifying strengths, weaknesses, and strategies for improvement.

1.6 Scope of the Study
This study focuses on the effectiveness of reference services in selected Nigerian university libraries. It examines service types, user satisfaction, challenges, and strategies for improvement. The study targets undergraduate and postgraduate students, faculty, and library staff involved in reference services. Other institutions, such as secondary schools or non-academic libraries, are excluded. Both traditional and digital reference services are included, while informal assistance outside the library framework is not considered.
