ABSTRACT
Women’s participation in politics remains essential for inclusive governance and sustainable development. Yet, in Nigeria, gender representation at local levels remains low. This study investigates the impact of women’s political representation on leadership effectiveness in local governments within Enugu State.
The research adopts a mixed-method design. Data were collected from local government staff, elected officials, and community members using questionnaires and interviews. Descriptive and inferential statistics were used to analyze how women’s leadership roles affect service delivery, accountability, and decision-making.
Findings reveal that women leaders promote transparency, improve social services, and encourage community participation. However, cultural norms, limited financial support, and gender bias still hinder their political inclusion.
The study concludes that greater women’s representation enhances leadership performance and governance quality. It recommends policies that support equal access to political opportunities, capacity-building programs, and community sensitization to overcome gender barriers.
CHAPTER ONE: INTRODUCTION
1.1 Background of the Study
Inclusive governance promotes fairness, equality, and representation in decision-making. Women form about half of Nigeria’s population, yet their participation in politics remains far below that of men. The 1999 Constitution guarantees equal rights, but gender gaps continue, especially at the local government level.
Local governments serve as the closest administrative units to the people. They handle essential services like education, healthcare, sanitation, and rural development. Leadership effectiveness at this level directly affects citizens’ welfare. When women take part in leadership, governance tends to become more participatory and community-centered.
In recent years, various programs such as the National Gender Policy (2006) and the 35% Affirmative Action have aimed to increase women’s representation. Despite these efforts, only a few women hold leadership positions in local councils across Nigeria. Enugu State presents a strong case for study due to its active civil service, political diversity, and women’s associations advocating gender inclusion.
This research explores how women’s representation affects leadership outcomes, focusing on performance, transparency, and social service delivery.
1.2 Statement of the Problem
Although women are vital to community development, their representation in politics remains low in Nigeria. In Enugu State, men dominate political structures, leaving women underrepresented in local councils.
The few women who occupy leadership positions often face social and institutional challenges. Gender stereotypes, financial inequality, and cultural expectations reduce their influence. These barriers also affect how effectively they perform in office.
Previous studies often focused on women’s participation at the national or state level. There is limited evidence on how women perform at the local government level, where leadership directly touches grassroots development. Hence, this study seeks to fill that gap by assessing how women’s political participation influences leadership effectiveness in Enugu State local governments.

The main objective is to evaluate the effect of women’s political representation on leadership effectiveness in Enugu State local governments.

1.5 Research Hypotheses
H₀: Women’s political representation has no significant effect on leadership effectiveness in Enugu State local governments.
H₁: Women’s political representation has a significant effect on leadership effectiveness in Enugu State local governments.
1.6 Significance of the Study
This study contributes to understanding gender inclusion in grassroots politics. It highlights how women leaders influence governance outcomes and how their representation can promote development.
The research is valuable to policymakers, civil society groups, and gender advocates. It provides evidence to support gender-responsive budgeting, leadership training, and inclusive electoral reforms. Local government administrators can also apply the findings to improve team performance and service delivery.
For academics, the study adds to the literature on gender and political leadership in Nigeria, focusing on the often-overlooked local government level.
1.7 Scope of the Study
The research focuses on selected local governments in Enugu State, such as Enugu North, Nsukka, and Udi. It examines data between 2015 and 2024, covering two electoral cycles. The study targets women council chairpersons, councillors, and administrative staff.
The analysis considers indicators such as budget performance, project implementation, transparency, and citizen satisfaction to measure leadership effectiveness.
1.8 Limitations of the Study
The study faced constraints such as limited access to government documents, low response rates from some officials, and social bias against discussing gender issues. Despite these challenges, triangulation of data ensured reliability and validity. The findings therefore provide credible insights into women’s political participation and leadership outcomes in Enugu State.
