ABSTRACT
Local governments are designed to bring governance closer to the people and ensure effective service delivery at the grassroots. However, in Nigeria, this tier of government often faces administrative, financial, and political constraints that weaken its performance.
This study investigates governance and service delivery in Ibadan North Local Government Area (Oyo State) and Jos North Local Government Area (Plateau State). It focuses on how governance practices influence the provision of essential services such as health, education, sanitation, and infrastructure.
Data were collected from both primary and secondary sources, including questionnaires, interviews, and local government records. The analysis used descriptive statistics and comparative methods to identify variations in governance outcomes between the two localities.
Findings show that both councils play important roles in community development. However, weak financial autonomy, political interference, and inadequate citizen participation reduce their effectiveness. Ibadan North performs slightly better due to stronger administrative coordination and urban-based revenue generation.
The study recommends greater fiscal decentralization, community involvement, and capacity building for local government officials to improve governance and service delivery across Nigeria.
CHAPTER ONE: INTRODUCTION
1.1 Background of the Study
Effective governance is essential for achieving development and improving citizens’ welfare. In Nigeria, local governments serve as the closest level of administration to the people. They are responsible for providing basic services such as health care, education, road maintenance, waste management, and rural development.
Despite constitutional recognition, local governments often perform below expectations. Limited financial resources, weak accountability systems, and frequent interference from state governments have hindered their ability to deliver quality services. Consequently, citizens in many communities experience poor access to essential amenities.
This study examines governance and service delivery in Ibadan North (Oyo State) and Jos North (Plateau State). The two local governments were chosen for their socio-political differences — Ibadan North represents a highly urbanized southern council, while Jos North reflects a diverse northern setting with mixed ethnic and religious composition.
By comparing these two cases, the study explores how governance structures, leadership effectiveness, and citizen participation influence the quality of service delivery at the grassroots level.
1.2 Statement of the Problem
Local governments in Nigeria were established to promote development and bring administration closer to the people. However, several decades after their creation, the quality of services remains inadequate. Many councils struggle with irregular funding, political instability, and weak institutional capacity.
In Ibadan North and Jos North, residents often complain about poor infrastructure, inconsistent waste management, and lack of access to social amenities. Even though the councils receive statutory allocations, the visible impact of government programs remains minimal.
The problem lies not only in limited resources but also in governance processes — including planning, accountability, and citizen engagement. Therefore, it is essential to assess how governance practices affect service delivery in these two local governments and identify measures that can strengthen their performance.

1.7 Scope of the Study
The study focuses on Ibadan North (Oyo State) and Jos North (Plateau State), covering the period between 2015 and 2025. It examines how governance structures, leadership effectiveness, and citizen participation influence the delivery of services such as education, healthcare, sanitation, and local infrastructure.
Both case studies represent different socio-political and geographical contexts, offering a balanced view of local governance performance in Nigeria’s northern and southern regions.
1.8 Limitations of the Study
The study encountered challenges such as limited access to local government data and varying levels of respondent cooperation. Some officials were reluctant to share administrative information. Despite these constraints, the researcher ensured data reliability through multiple sources and verification techniques.
