INTRODUCTION
1.1 Background to the Study
Political parties are central to the success of any democracy. They give citizens a voice and connect people to government institutions. In democratic systems, parties help organize elections, shape public opinion, and develop policies that guide governance. Since Nigeria returned to civilian rule in 1999, political parties have become important actors in shaping the country’s political future.
Nigeria has witnessed the rise of several major parties such as the People’s Democratic Party (PDP), the All Progressives Congress (APC), and the Labour Party (LP). These parties have influenced political competition and governance outcomes. However, many scholars argue that Nigerian parties often focus on winning elections rather than building strong democratic institutions. Aleyomi (2019) noted that most Nigerian parties function more as vehicles for political ambition than as platforms for policy development or public accountability.
Democratic governance requires parties that are transparent, inclusive, and policy-driven. Unfortunately, many Nigerian parties struggle with internal crises, poor leadership, and weak ideology. Frequent defections and ethnic-based politics also limit their effectiveness. As a result, the ability of political parties to strengthen democracy remains uncertain.
1.2 Statement of the Problem
Although Nigeria has operated a multiparty democracy for over two decades, democratic governance remains fragile. Political parties often lack internal democracy and clear ideological direction. Many party decisions are made by a few powerful individuals, which discourages transparency and weakens accountability.
In addition, constant party defections create instability and reduce citizens’ trust in the political process. The lack of credible party structures also affects policy implementation and long-term planning. These weaknesses raise an important question: Have political parties truly strengthened democratic governance in Nigeria, or have they limited it?
1.3 Objectives of the Study
The main objective of this study is to examine how political parties have contributed to democratic governance in Nigeria from 1999 to 2023.
The specific objectives are to:

Students and researchers in political science will also benefit from the study as it provides insight into party behavior and governance. In addition, it highlights how political parties can become stronger institutions for democratic development rather than instruments for personal gain.
1.6 Scope of the Study
The study focuses on political parties in Nigeria between 1999 and 2023. It examines both ruling and opposition parties, including their structures, leadership patterns, and internal democracy. The analysis covers how these parties have influenced policy development, governance outcomes, and citizen participation during this period.
