INTRODUCTION
1.1 Background to the Study
Political corruption has remained one of the biggest threats to development in Nigeria. It affects every sector of society, especially public service delivery. When corruption becomes widespread, it weakens institutions, erodes public trust, and diverts resources meant for the common good. Since Nigeria’s return to democracy in 1999, the fight against corruption has been a central theme of governance, yet the results remain disappointing.
In a democratic system, public service delivery depends on transparency, accountability, and efficient use of public resources. However, political corruption has often disrupted this process. Funds meant for infrastructure, healthcare, and education are frequently mismanaged or embezzled by political leaders. According to Transparency International (2023), Nigeria ranks among countries with high levels of perceived corruption, showing that governance challenges persist despite various reforms.
Corruption also limits the performance of public institutions. When leaders prioritize personal gain over public interest, citizens suffer from poor services, inadequate infrastructure, and weak social programs. Moreover, corrupt practices in recruitment and promotions discourage professionalism and competence in the civil service. As a result, political corruption undermines the effectiveness and credibility of government institutions.
1.2 Statement of the Problem
Despite numerous anti-corruption campaigns and the establishment of agencies such as the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices Commission (ICPC), corruption continues to thrive in Nigeria’s political system. Many public officials abuse power and mismanage funds without facing adequate consequences. This culture of impunity has weakened accountability and reduced public confidence in government.
Political corruption directly affects public service delivery by limiting access to quality education, healthcare, and infrastructure. Projects are often abandoned or poorly executed due to the diversion of funds. Citizens, especially those in rural areas, are left without essential services. Consequently, Nigeria struggles to meet its development goals despite significant public spending. This persistent problem raises the need to examine how political corruption has impacted public service delivery from 1999 to 2023.
