INTRODUCTION
1.1 Background to the Study
E-Government refers to the use of information and communication technology to deliver public services efficiently. It enhances transparency, reduces bureaucracy, and improves citizen engagement. In many countries, e-government adoption has transformed service delivery and governance.
In Nigeria, the government has implemented various digital initiatives since 1999. Programs such as the Integrated Personnel and Payroll Information System (IPPIS), Government Integrated Financial Management Information System (GIFMIS), and online citizen service portals aimed to improve efficiency and accountability. These initiatives also sought to reduce delays and corruption in public service delivery.
Despite the technological advancements, many Nigerian public institutions struggle to fully adopt e-government systems. Challenges such as limited infrastructure, poor internet connectivity, inadequate staff training, and resistance to change hinder effective implementation. Consequently, citizens still face delays, inefficiency, and lack of access to essential services.
E-Government adoption has the potential to transform public service delivery. It can streamline processes, improve decision-making, and enhance citizen satisfaction. This study examines the adoption of e-government systems in Nigeria and their effect on service delivery between 1999 and 2023. It also identifies challenges and proposes strategies to maximize benefits.
1.2 Statement of the Problem
Although Nigeria has invested in e-government systems, service delivery remains inconsistent. Many digital platforms are underutilized, and some fail to meet intended objectives. Problems such as inadequate infrastructure, cyber insecurity, and low technical skills limit the effectiveness of these systems.
Additionally, resistance from public servants and limited awareness among citizens slow adoption. These challenges prevent e-government from achieving its full potential in enhancing transparency, reducing corruption, and improving efficiency. Therefore, there is a need to investigate how e-government adoption influences service delivery in Nigeria and identify strategies to overcome barriers.

The main objective of this study is to assess the impact of e-government adoption on public service delivery in Nigeria from 1999 to 2023. The specific objectives are to:
