INTRODUCTION
1.1 Background to the Study
Decentralization refers to the transfer of authority and responsibilities from the central government to lower levels of government, such as states and local governments. It aims to improve governance, increase efficiency, and bring government closer to the people.
Local government autonomy allows local councils to manage resources, implement policies, and deliver services independently. In Nigeria, decentralization has been a constitutional and political objective since the return to democracy in 1999. Reforms such as the Local Government Reform Act and various fiscal allocations were designed to empower local governments and strengthen grassroots democracy.
Despite these reforms, many local governments struggle to exercise true autonomy. Political interference, weak financial management, and limited capacity often constrain decision-making and service delivery. These challenges hinder the potential benefits of decentralization, including improved infrastructure, education, health services, and citizen participation.
Understanding the relationship between decentralization and local government autonomy is crucial. When local councils operate effectively, they can enhance governance, increase accountability, and contribute to socio-economic development. This study investigates decentralization and local government autonomy in Nigeria between 1999 and 2023.
1.2 Statement of the Problem
Many local governments in Nigeria fail to function autonomously despite constitutional provisions. Political control by state governments, delayed allocations, and limited revenue sources reduce their effectiveness.
Additionally, inadequate administrative capacity and poor planning affect project execution and service delivery. Citizens often experience insufficient infrastructure, weak social services, and limited participation in governance. Although decentralization policies exist, their impact on local governance and development remains inconsistent.
This study seeks to examine the challenges affecting local government autonomy and assess how decentralization influences governance and development at the grassroots level.
1.3 Objectives of the Study
The main objective is to evaluate the impact of decentralization on local government autonomy and governance in Nigeria from 1999 to 2023. The specific objectives are to:
