INTRODUCTION
1.1 Background to the Study
Public policy represents the decisions and actions governments take to address social, economic, and political problems. However, policy formulation alone cannot achieve meaningful results without effective implementation. In most developing countries, including Nigeria, the success of any policy largely depends on how well it is executed at the local level. Consequently, local governments play a vital role because they are closest to the people and directly responsible for providing essential services such as health care, education, and sanitation.
Over the years, Nigeria has introduced numerous public policies aimed at improving citizens’ welfare. Examples include the National Health Insurance Scheme, Universal Basic Education, and several poverty alleviation programs. Although these initiatives were well-intentioned, many of them failed to achieve their goals because of poor implementation, weak institutional capacity, and corruption. As Nwachukwu (2021) noted, policy implementation remains one of the weakest links in Nigeria’s public administration system.
Moreover, local governments face challenges such as inadequate funding, political interference, and limited human resources. These issues reduce their ability to deliver services effectively. For instance, while a policy may be clearly defined at the national level, it often becomes distorted or abandoned at the local stage due to bureaucracy or lack of supervision. Therefore, examining the relationship between public policy implementation and service delivery helps identify why development outcomes remain low in many local communities.
1.2 Statement of the Problem
Despite numerous policies designed to promote development, service delivery in Nigeria’s local governments remains poor. Roads are often unmaintained, schools lack adequate facilities, and healthcare centers suffer from poor staffing. Although the government continues to design policies to address these issues, the results remain disappointing.
One major problem is that policies are frequently implemented without proper planning or stakeholder engagement. In many cases, local government officials do not have the autonomy or resources to carry out the assigned responsibilities. Furthermore, corruption, political instability, and weak monitoring systems reduce the effectiveness of implementation. Consequently, citizens lose trust in government institutions and perceive policies as ineffective or irrelevant.
Therefore, this study seeks to analyze how policy implementation affects service delivery in Nigeria’s local governments and identify factors that can improve performance and accountability.
1.3 Objectives of the Study
The main objective of this study is to examine the relationship between public policy implementation and service delivery in Nigeria’s local governments.
The specific objectives are to:

1.5 Significance of the Study

Furthermore, the findings will help public administrators identify gaps in capacity, funding, and accountability.
For local government officials, the research provides guidance on how to improve efficiency and responsiveness. For scholars and students, it contributes to the growing literature on governance and service delivery in developing countries. Ultimately, the study supports the broader goal of making local governance more inclusive, transparent, and people-centered.
1.6 Scope of the Study
The study focuses on public policy implementation and service delivery within Nigeria’s local government system. It uses selected local governments as case studies, covering the period from 2015 to 2023. This timeframe captures recent reforms and policy efforts by federal and state governments. The research does not cover private sector organizations, as their operations differ from public institutions.
