INTRODUCTION
1.1 Background to the Study
Public policy represents the deliberate actions and decisions made by the government to solve societal problems and promote development. In Nigeria, policy implementation remains a major determinant of national progress because it translates government intentions into tangible outcomes. Although numerous policies have been designed since 1999 to improve social welfare, economic growth, and governance, many have failed to achieve their objectives due to weak implementation.
Effective policy implementation requires clear communication, sufficient resources, and institutional commitment. However, many Nigerian public institutions often struggle to carry out policies efficiently because of corruption, inadequate funding, and poor coordination. For example, policies in education, healthcare, and agriculture often fail to reach the intended beneficiaries. As a result, public trust in government institutions continues to decline.
Moreover, successful service delivery depends on how well public policies are executed at every administrative level. When government agencies work effectively, citizens benefit from improved infrastructure, healthcare, and social welfare programs. Conversely, when implementation is weak, public funds are wasted, and development outcomes remain poor. Therefore, understanding the link between policy implementation and service delivery in Nigeria is essential for promoting sustainable governance.
1.2 Statement of the Problem
Nigeria has designed several development policies and programs over the years, including Vision 20:2020, the National Economic Empowerment and Development Strategy (NEEDS), and the Economic Recovery and Growth Plan (ERGP). However, the country continues to face challenges such as poor infrastructure, unemployment, and inadequate service delivery. The problem does not usually lie in policy formulation but in the inability to execute policies effectively.
Many policies fail because of bureaucratic bottlenecks, corruption, political interference, and lack of accountability. Additionally, poor monitoring and evaluation systems prevent policymakers from identifying and correcting weaknesses during implementation. These shortcomings have limited Nigeriaβs progress in key sectors and prevented citizens from benefiting fully from government initiatives. Consequently, examining the challenges of policy implementation is vital to improving public service delivery and rebuilding public confidence in governance.
1.3 Objectives of the Study
The main objective of this study is to examine the relationship between public policy implementation and service delivery in Nigeria between 1999 and 2023.
The specific objectives are to:

This study focuses on public policy implementation and service delivery in Nigeria between 1999 and 2023. It examines selected policies in key sectors such as education, healthcare, and infrastructure to understand how implementation affects outcomes. The study covers both federal and state government programs but excludes private sector initiatives.
