INTRODUCTION
1.1 Background to the Study
Public policy serves as an essential tool through which governments address national challenges and promote development. It involves defining objectives, setting priorities, and creating strategies that directly influence the welfare of citizens. In Nigeria, public policy implementation plays a critical role in determining whether government programs achieve their intended goals.
Although numerous well-formulated policies exist, their success depends largely on effective implementation. For example, several education, healthcare, and infrastructure policies have failed to produce lasting results. This often occurs because, while the policies are designed with good intentions, the mechanisms for execution are weak. As a result, citizens rarely experience the benefits that these policies promise.
Furthermore, effective policy implementation directly affects the quality of service delivery in Nigeria. When implementation fails, essential services such as water supply, power, and healthcare decline. Consequently, public confidence in government institutions weakens. In addition, poor execution results in waste, corruption, and low accountability among public officials.
However, some recent public sector reforms have shown improvement. The adoption of performance-based budgeting and the strengthening of institutional frameworks have enhanced administrative coordination. Even so, major challenges such as inadequate funding, corruption, and political interference continue to hinder progress. Therefore, understanding how public policy implementation affects service delivery is essential for improving governance in Nigeria.
1.2 Statement of the Problem
Despite the introduction of numerous policy initiatives, service delivery in Nigeria remains inadequate. Many times, well-intentioned policies do not achieve their objectives because of weak administrative structures and insufficient political will. In some cases, government agencies lack the technical capacity and resources needed to implement programs effectively.
Moreover, poor coordination among ministries and the absence of monitoring mechanisms often lead to policy failures. Additionally, frequent policy changes caused by political transitions disrupt program continuity. Consequently, public projects remain unfinished, and service delivery suffers.
These persistent challenges highlight a critical gap between policy formulation and implementation. Therefore, this study examines how policy implementation influences service delivery and identifies factors that determine the success or failure of government programs in Nigeria.
1.3 Objectives of the Study
The main objective of this study is to examine the impact of public policy implementation on service delivery in Nigeria. The specific objectives are to:

1.5 Significance of the Study

Furthermore, the research offers practical insights for civil society organizations, development partners, and government agencies seeking to promote transparency and accountability in governance. Moreover, it enriches academic discussions on policy studies and public administration by providing context-specific findings from Nigeria. Ultimately, this study aims to promote efficient public service delivery and sustainable development.
1.6 Scope of the Study
This study focuses on Nigeria’s public sector from 1999 to 2023, a period that reflects major governance reforms and democratic consolidation. Specifically, it examines selected federal and state government ministries and agencies responsible for implementing key public policies.
In addition, the study focuses on the implementation process rather than the formulation stage of policies. It gives particular attention to the education, health, and infrastructure sectors, where service delivery directly affects citizens’ welfare. However, local government programs are mentioned only where they influence national-level implementation outcomes.
