1.1 Background to the Study

In public institutions, effective leadership determines how well policies are implemented, how motivated employees feel, and how efficiently services are delivered. The leadership style a manager adopts influences teamwork, communication, and productivity. In Nigeria, where the public sector drives national development, leadership effectiveness remains a crucial determinant of success.
Over the years, several scholars, including Adebayo (2018) and Ojo (2021), have emphasized that leadership in the Nigerian public sector often faces serious challenges. Many government organizations still depend on rigid, top-down approaches that discourage participation and innovation. Consequently, employee motivation and efficiency remain low. Leadership style refers to the pattern of behavior a leader uses to guide, inspire, and direct subordinates. Common styles include democratic, autocratic, transformational, transactional, and laissez-faire leadership. Each of these styles influences productivity in distinct ways.
Moreover, the Nigerian public sector continues to experience slow service delivery, poor accountability, and low morale among civil servants. These problems often emerge when leaders fail to apply flexible and people-centered leadership practices. For instance, transformational leaders inspire their teams through clear vision and encouragement, while autocratic leaders depend on control and authority. When leadership fails to balance power and empathy, productivity drops.
Therefore, understanding how leadership styles affect employee productivity can help improve efficiency, motivation, and commitment within Nigeria’s public institutions. The study will contribute valuable insights into the leadership approaches that can promote better performance and accountability.
1.2 Statement of the Problem
Despite numerous reforms, Nigeria’s public sector still faces problems of inefficiency, low morale, and weak performance. Many government workers show little motivation, and service delivery remains below public expectations. Leadership, which should drive productivity, often becomes a major constraint instead.
In several ministries and agencies, leaders apply rigid or authoritarian approaches that weaken creativity and limit teamwork. As a result, employees feel neglected and disengaged from organizational goals. In addition, poor communication and limited recognition discourage innovation. Over time, these conditions lead to absenteeism, poor commitment, and low productivity.
Therefore, this study seeks to examine how leadership styles influence employee productivity in Nigeria’s public sector. It also aims to identify which leadership approaches encourage commitment, motivation, and improved performance.

1.6 Scope of the Study
The study focuses on the impact of leadership styles on employee productivity in selected ministries and agencies within Nigeria’s public sector. It covers the period from 2015 to 2023, during which several reforms and leadership transitions took place. Furthermore, the research excludes private organizations, since their structures and incentives differ from those of the public sector.
