INTRODUCTION
Background to the Study
Public administration plays a vital role in shaping governance and national development. It manages government resources, coordinates programs, and implements policies that affect citizens’ welfare. In Nigeria, the effectiveness of this system depends greatly on transparency and accountability.
Transparency means openness in government activities. It allows citizens to access information about how decisions are made and how funds are used. Accountability, on the other hand, ensures that public officials take full responsibility for their actions. Both principles are essential for trust and integrity in governance.
In Nigeria, various reforms have aimed to promote transparency. For example, the Freedom of Information Act (2011) encourages access to public records. Similarly, the Treasury Single Account (TSA) and the Integrated Payroll and Personnel Information System (IPPIS) were introduced to reduce financial leakages. However, despite these initiatives, corruption, weak oversight, and bureaucratic inefficiency remain widespread.
Moreover, the gap between policy formulation and implementation continues to undermine transparency efforts. Many ministries and agencies fail to disclose budgetary information, while citizens struggle to hold officials accountable. Consequently, public trust in governance has declined over time.
Therefore, understanding how public administration can enhance transparency and accountability is essential. When government institutions operate openly, citizens gain confidence, and corruption declines. In addition, accountable leadership helps ensure efficient service delivery and sustainable development.
Statement of the Problem
Despite continuous reforms, Nigeria still faces major governance challenges. Corruption, misuse of public funds, and lack of openness in government transactions remain common. Although anti-corruption agencies exist, their efforts are often limited by political influence and institutional weakness.
Furthermore, many public officials fail to uphold ethical standards in managing public resources. There is also poor enforcement of transparency laws, which limits public access to information. As a result, accountability structures become weak, and governance suffers.
This study investigates the specific role of public administration in promoting transparency and accountability in Nigeria. It also explores the obstacles that hinder administrative efficiency and proposes strategies for improvement.
Objectives of the Study
The main objective of this research is to examine how public administration enhances transparency and accountability in Nigeria. The specific objectives are to:

Significance of the Study

Furthermore, the research benefits scholars and civil society organizations by offering data-driven perspectives on governance. It also assists government agencies in evaluating the performance of existing reforms. Ultimately, the findings can support the development of a more open and accountable public sector.
Scope of the Study
The study focuses on Nigeria’s public administration between 1999 and 2023. This period captures the evolution of democratic governance and major reform programs such as TSA, IPPIS, and FOI Act. In particular, the study examines selected federal ministries, departments, and agencies responsible for policy implementation and financial management.
Moreover, the research concentrates on transparency and accountability within administrative processes. It does not cover local government performance or electoral accountability, which could be explored in future studies.
